Burlington and Chittenden County Mortgage Hub: VHFA, Multi-Families and High-Balance FHA — Green Mountain Gist
Updated October 2026
A Burlington duplex near downtown presents a different mortgage puzzle from a condominium near the waterfront. Purchase price matters, but so do unit count, rental documentation, association finances and the cash remaining after closing. Across Chittenden County, start by matching the property’s actual use to the financing rather than choosing a loan from its advertised rate alone.
Match the loan ceiling to the building
The 2026 baseline conforming limit is $832,750 for a one-unit property in every Vermont county. Two-to-four-unit buildings have separate limits; do not apply the one-unit ceiling to a Burlington triplex.
Chittenden belongs to the Burlington-South Burlington metropolitan area and has an FHA limit above Vermont’s $541,287 floor. Confirm the current county and unit-count ceiling through HUD FHA Mortgage Limits before setting a maximum offer. A higher FHA ceiling expands financing room, but it does not eliminate mortgage insurance or affordability requirements.
For an owner-occupied multi-family, organize these items early:
- Existing leases and a clear description of which unit you will occupy.
- Property tax bills, insurance estimates and heating responsibilities.
- Repair information and documentation of legal residential units.
Projected rent is not automatically qualifying income. The appraisal, rental history and loan program determine how much can count.
Put assistance beside the closing budget
Ask a participating lender to compare VHFA MOVE and MOVE MCC, including current eligibility and any mortgage credit certificate benefit. The Vermont Housing Finance Agency also offers ASSIST Down Payment & Closing Cost Assistance, an eligible borrower’s deferred, 0%-interest loan of up to $15,000, and a $15,000 First-Generation Homebuyer grant. Do not assume every benefit combines with every property type.
Vermont’s principal-residence transfer tax generally applies a 0.50% preferential rate to the first $200,000 and 1.47% above it. Qualifying VHFA or USDA financing instead provides a 0.00% rate on the first $250,000. Model that difference with the closing cost estimator.
Test the payment beyond principal and interest
Use the monthly payment calculator with realistic taxes, insurance, mortgage insurance and condominium dues where applicable. Budget separately for vacancy and maintenance on rental units.
File Vermont’s Homestead Declaration, Form HS-122, annually by April 15 when eligible. An income-sensitized Property Tax Credit can reduce education property taxes and eventually affect escrow, but do not subtract an anticipated credit before it is reflected in the lender’s figures.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
