Buying in Norwich or Hartford VT vs Hanover or Lebanon NH: Education Tax vs Income Tax — Green Mountain Gist
Updated October 2026
Two similarly priced homes in Norwich and Hanover can produce different monthly budgets even when the commute to Dartmouth Hitchcock Medical Center is nearly identical. Compare the actual property tax bills, income-tax exposure, transfer taxes, and insurance rather than assuming either side of the Connecticut River is always cheaper.
Separate residence taxes from workplace taxes
Vermont taxes residents’ taxable income under its income-tax system. New Hampshire does not impose a broad individual income tax on wages, but a New Hampshire resident earning Vermont-source wages can still face Vermont filing obligations. Remote and hybrid schedules make the location where work is performed important.
Property taxes are separate. Vermont bills combine municipal and education taxes, while New Hampshire municipalities fund substantial local services through property taxation. A headline tax rate is not a reliable comparison without the assessment and the actual annual bill.
| Budget item | Vermont purchase | New Hampshire purchase |
|---|---|---|
| Property taxes | Review municipal and education components | Review the municipality’s actual bill |
| Income taxes | Account for residency and income sources | Examine any Vermont-source earnings |
| Closing taxes | Apply Vermont ownership and financing rules | Price New Hampshire transfer taxes separately |
Model Vermont’s principal-residence benefits
Vermont homeowners file Form HS-122 annually by April 15 to declare a qualifying homestead. An income-sensitized Property Tax Credit can reduce education property taxes, but eligibility and timing matter. Do not assume the seller’s credit will become yours. Start with the Vermont Department of Taxes.
For a Vermont owner-occupied principal residence, the preferential transfer-tax rate is 0.50% on the first $200,000, then 1.47% above that threshold. Qualifying VHFA or USDA financing instead receives 0.00% treatment on the first $250,000, with 1.47% above it. Second-home treatment is different.
The Vermont Housing Finance Agency offers MOVE, MOVE MCC, and assistance options worth screening before selecting financing. Include any deferred assistance repayment in your longer-term planning.
Compare matching properties, not town reputations
Vermont’s 2026 one-unit conforming baseline is $832,750 in every county, including Windsor County. Compare equivalent down payments, loan terms, maintenance allowances, and heating costs for each candidate house.
Use the closing cost estimator for acquisition cash and the monthly payment calculator for ongoing costs. Request both current tax bills and any pending reassessment information before treating a Norwich, Hartford, Hanover, or Lebanon listing as the lower-cost choice.
Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
